why some blackjack tables have betting limits that make no sense?

so last night on my break, i noticed two blackjack tables side by side and the min bet at one was literally twice the other, but max was lower. not a high roller room or anything, just the regular pit. i never get why they do stuff like that, it’s not even busy so it’s not like they’re chasing off the low rollers or packing in whales. saw one guy try to up his bet and got told he’s at the max, even though the next table over would’ve let him bet more for a smaller min. makes zero sense unless they’re hoping to confuse people or squeeze out tips somehow.

the rules on both were the same, no weird deck shuffles or side bets. i always thought casinos wanted consistency since they have the edge anyway, but this just seems random. anyone else actually sit and figure out why they mix it up like that or is it all just about testing what people will tolerate?
