I went up a tier about a year ago and got the same free play and two nights for my birthday.
It didn’t change until I’d made a few more rated visits in the months before the next one. That offer was better, though I can’t remember the exact amount now. My tier change by itself didn’t seem to do much.
Recent theo, not tier. My birthday offer doubled the month after two heavy rated sessions.

Yeah tier seems to just get you the offer in the first place, the size of it tracks more with what you've been doing the last couple months in my experience. I sat at the same tier for ages and mine stayed pretty mid until I had a couple busier trips and the next one was noticeably better.
