Roobet rain locked?

so has anyone else noticed that the rain’s been popping up but then it’s “locked” with that “you’re not eligible” thing even though i’m definitely in the chat and active? i swear i’ve claimed rain before without issue. been grinding slots most of the night, only took a break to fix a typo on a restaurant menu, and when i came back - rain was there but totally locked out. is this some promo change or just a bug? not the first time but feels way more common lately.
