why do some poker tables have players who never fold

ok so i jump on these micro stakes tables to grind comp points while i wait for the blackjack reload, and i swear some folks literally never fold anything. like, i see six limpers, one guy calls down three streets with queen high and a prayer. can't tell if they're bots, drunks, or people just out here to punt off bonus cash. i feel like if i played every hand like that, my wallet would be yelling at me in five minutes.

is this just the new normal at the lower stakes? or am i just hitting the wild tables? got me second-guessing my "wait for aces" patience here.
