why do some roulette tables have customers who only play outside

Every time I hit the floor, I notice a few folks just chilling at the same tables, almost always playing the outside bets like red/black or odd/even. You barely see them stacking chips on individual numbers, it's always those big swathes covering half or a third of the layout. I get that the odds are way better to hit on the outside, but it still feels kind of slow compared to chasing big wins on the inside.

I’m not knocking it, just trying to figure out what people are aiming for. Is it just less risky and steadier fun for them, or do they have some long game in mind that the rest of us don't? Maybe it's a budget thing or they're just easing along until they see a streak worth jumping in bigger. I can’t decide if it’s smart restraint or missing out on excitement, but I see the same pattern with live dealer tables too, not just the digital ones. Curious if you guys see it where you play.
