roulette promo says outside bets count but wagering only moved like 10%

Was trying out this roulette promo earlier, and the fine print says outside bets are included for the wagering requirement. Pretty clear, so I put in a bunch of reds, evens, that kind of thing. Checked my progress and I swear the counter barely moved, like I was only getting credit for a fraction of the bet. Makes me wonder if there's some extra rule with “low risk” bets or maybe certain bet types just don’t get full credit even though they're not blocked.

Anyone else seen this on promos? Interested to hear if anyone got the full wagering to move with outsides, or if there’s always a catch buried in the terms.
